A congress of local governments meeting in Severodonetsk, in Luhansk oblast, has decided to create an interregional committee for local self-governance, Ukrainian News reports. The decision was supported by 3,576 people, members of the local councils who came from Dnipropetrovsk, Donetsk, Zhitomir, Zakarpattya, Kyiv, Luhansk, Nikolaev, Odessa, Poltava and Kharkiv oblasts, plus Crimea. They also decided to form an executive committee for the union in Kharkiv, to which will be sent two representatives from the above-named oblasts. The union will coordinate self-government efforts and work out policy for the stable development of the territories in question. Delegates also decided to recognize the Nov. 21 presidential run-off election as legitimate. Prime Minster Viktor Yanukovych and Moscow mayor Yury Luzhkov arrived in Luhansk oblast on the morning of Nov. 28 to take part in the congress [Kyiv Post].
